Prison is a far better mega base. Good road connection and simply in all ways better. Close enough to guard the gas station too. More military places would be nice. Like closer to the cities to allow some civilians to be in there. And also being surrounded so there is more but just 1 way into the military place.

The guard armory outbuilding has all the good loot. The main prison is a death trap. I mean it might be a cool base, but it's kinda isolated, and all the loot besides the guard building is pretty poor.
