You have dirt in the low speed circuit of the carb. The mower is running good under load because it is drawing fuel from the high speed jet in the carb, but once you remove the load and try to run at idle, the small blockage in the idle circuit is not allowing enough fuel past, and it surges.Surging is always caused by an air : fuel ratio that is too lean to maintain a constant speed. Only 2 ways this can happen 1) carb not supplying enough fuel 2) air entering the engine after the carb venturi tube has added the fuel. To test for the latter, start the engine, hold the governor arm at whatever place to obtain the fastest smooth speed.2. Posted: Jun 2, 2020. Options. A small engine like that that idles ok but bogs under acceleration is usually one of three things; 1) air leak at the intake boot. A squirt of starter fluid at the boot while running will tell you. Then after a 30 minute ride it would idle up around 2000- 3000 rpm on the trailer and vary up and down all the time.None of which seem to pinpoint a reason or solution. Basically like all the others around 1/8th throttle at constant speed say 3rd gear around 30mph it'll sort of surge in and out like it's running out of gas but not as violent. If I get up to about 35 mph it wont do it. It started as soon as I changed from a 22.5 pilot to a 25.
